Congress and President is not same thing! They are different parts of the government. Congress authorized for USA to go to war. They VOTED to go to war against Iraq and I'm not gonna back off. Even Clinton voted for it!
As for the Military bill, Bush wants part of that bill to be passed caues it would give money to defense bill, and some people added the gay part as a rider hoping that they would go ahead and pass the military bill along with gay part but it didnt' work. They didnt' get enough votes in order to past the military bill cause of the gay rider. They had to drop it in order to pass the Military bill which is what Bush wants in order to keep the military going.
