District Superintendent Sam McGowen said that he thinks the penalty is fair and that administrators in the school east of St. Louis were following policy in the student handbook.

It states: “Displays of affection should not occur on the school campus at any time. It is in poor taste, reflects poor judgment, and brings discredit to the school and to the persons involved.”
How can a hug be reflected in a poor judgment and discredits the school?

Come on, It's not like they would be groping each other or whatever it is. A hug is a simple affection. I can understand that there are times people will get carried away with a hug but it does not mean that they would do it in a public setting. People hug each other for different reasons. It sounds like the school administrators are getting a little bit paranoid with the hugs.
