First of all, your neighorhood should have called the police or animal control immediatly if she felt she was in a dangerous position or the dog happened to be on her property, second, your husband shouldn't have got involved in this situation since this lady hasn't been attacked that cause harm or biten by this dog here, I would not approach an aggressive dog unless someone has been attacked or mauled so badly but you also need to remember that a dog is trained and only knows what it's taught or not taught... It's really not the dog's fault, and in most cases, it's usually neglect or ignorance on the owners part....Next time if something like this does happen, and if you feel that your life is in danger, then carry a pepper spray ( like those mailmen carry with them ) or a stun gun ( aim into the air, not at the dog ) to protect yourself from being attacked by a pet...

And oh one more thing, blame the DEED not the BREED ....
