It might be a monitor and not a TV, the line between a monitor and a TV isnt as black and white as it used to be. The key difference is the presence of a tuner. a TV has a tuner, a monitor does not. If you have a tuner you should have a CC decoder. That's why I was curious about the exact model number, we'd be able to determine if it was a "TV" or a "monitor". Also if the CC option is hidden some where there may be a forum online that can help, putting the model number into Google would be the first step.
