Unfortunalately yes, I has to agree with you on this.
It's also pretty normal here in Germany as well. I have seen 15 or 16 years old teenagers around with 18 and 20 years old - it's not just Germany but Europe as well.
The parents only file to against anyone (age unlimited) for rape if their children are being
forced to being rape by them. Force to have sex is a crime accord law.
