The point is, when in Rome, do as the Romans do. That is, when people dine out in Europe, they should follow the European customs and just leave "change" tips. When people dine out in the United States, they should follow the American custom and leave at least a 15% tip. I guess if a person doesn't like the way things are done in another country, then he/she should stay home.
