I have no idea about Commander Data did transfer all memories to B-4 (name for thrid Data). B-4 isnt perfect like Data and his brother Lore, only few things limitations or incorrect. B-4 was built to lure
Enterprise into trap.
Lore was deactivated and dismembered by Data. Only piece he took from Lore were emoticon chip which Data had deserved from his creator. Later in
St: The Generations, Data had it planted to his memory brain. Perhaps it made Data felt it's possible to sacrifice himself to save best friend Picard and
Enterprise.
There's some Star Trek books may hold some clues to B-4's future. Others held future after TV series's final moments like Riker and his new captain career on
Titan, Luna-class starship. Same thing to DS9 and Voyager.
