Hello Engima, I am a certified scuba diver but I do not know of any deaf friendly scuba instructors in your area though.
My story.....I met this nice hearing scuba instructor in a sign language class where I was a tutor and she was learning to sign so she could teach others to communicate in sign language underwater. She offered me free scuba classes in exchange for me to teach her sign language. I was so thrilled because I have always wanted to learn to scuba dive. The instructor and I then became friends.
