By that definition Windows has been in beta since Windows 1.0. When are they going to release a stable version?
Seriously though, Vista "betas" are more like semi-working alpha copies. Some things work. Not everything does, and there's weird errors that are impossible to figure out. If you're a Linux user, a build of KDE 4 from CVS is a good way to simulate the Windows Vista "wtf is going on and why doesn't it work right?" experience.
