Sounds exactly like a place I know of.
Just like with all state & local government agencies, there is always nepotism (favoritism) when it comes to hiring. A high percentage of jobs available are usually already taken, but by law, the agency has to "advertise" the position. I lost an opportunity to an unqualified person in a school district, and even the recruiter was shocked too. Not a damned thing we can do about it.
