No I haven't. I don't think they are legally allowed to deny people right off the bat but wouldn't be surprised if it is something happening because of the economy. My friend who works in Blind Services told me he was instructed into to call back people that try to contact the services, so that if they don't call back, that's fewer cases to do and less money spent.
