Get in touch with the right people and find out what you need to know. That ADA link someone posted is a good start. Yelling at the officer will not solve anything, if he has proven himself to be difficult for you to communicate with... interp or no! Just write down his NAME. LOL!!
Office Asshole: (says something with a smirk, but you can't hear it)
You: (writing this down)I am deaf, and am I to understand that you are not willing to accomodate my needs even to write with paper and pen? Can I have your name?
Office A: What? Ehmm... *tags at his collar and gulps*
you: (writing) Never mind, I believe I have your name on this ticket you're writing. I'll contact your boss and have a nice chat with him, among other people who promote awareness on interacting with deaf folks. I am willing to pay the ticket as I see I am at fault of a violation ****if you actually violated something that is lol****, but I do expect good communication. Thanks and have a nice day.

Maybe the cop think you'll use deafness as an excuse to wiggle out of paying your fine when you actually violated something.... could account for the irritation and rudeness. That's one point to consider. Just let the cop know you'll pay for it since you know you are at fault, but you expect better communication. You deserve that. If you think something went wrong, and you didnt violate anything - just dispute the ticket by contacting a number given on the ticket, OK? Good luck!
