can somebody point out where i can find information about the law that requires interpreter? i called the District Justice and they had no idea about that law..

Whoa, this is ABSOLUTE bullshit that the District Justice doesn't know anything. Look up Section 504 in the American Disability Act and file an official compliant with the ADA people directly. More information can be found on the ADA site-
