This is China dude, although public school punishments thing has long been outlawed, students back 5 decades ago used to get beat on with bamboo sticks and other forms of discipline all the time. I know this because I am of Chinese-Korean background, and have heard all these stories and the likes from my kin, who were in school during the ~50-60's. Bamboo. Whips. Rulers.
I'm honestly not surprised. Chinese exert a good amount of discipline on their children for not listening or not paying attention, and failure to do so will result in some form of punishment.
Not that I would do this to my own child of course, but I can completely understand where the teacher is coming from here. He/she is old schooled. Maybe he got beat on a lot when he was in school.
But, yes this is extreme in a form that the skin had to fall off. All I'm just saying is, once you understand the culture it's no big shock to you, right now it's just culture shock going around in the thread since we don't do that in the states.
