I suppose it would be up to the individual to do that, rather than someone else assume for them.
Racist or pro-slavery groups could just as easily use this flag to represent themselves too:

It has the history behind it, there was slavery, and it was long before civil rights laws, or the American Civil War. But nobody sees it as a symbol for these things...
